 Click on  window icon==>Control Panel==> Performance & Information tools==> adjust visual effect==> select custom==> click on animate control & element side window, animate window when minimize & maximize, smooth edges of screen fonts& smooth scroll list  boxes. then apply.

Note:- Only Window 7.
