If at the time of saving sale bill, software asks for state selection and user needs to disable it then this can easily be done:

This issue appears when party lies under Local Sale type Category but user is creating sale bill under 'Central Sale type'.

Solution

In order to resolve this issue user needs to change the sale type in bill or in party ledger.
